Larry Burns serves several roles for Horsham Township, having
been hired in 2016 as the Director of Community and Economic Development and as
a Deputy Director of the Horsham Land Redevelopment Authority (“HLRA”). The former focuses on redevelopment
activities in the township’s business parks, executing business attraction and
retention efforts for the township and serving as a primary point of service
for businesses in the township. In his
role with the HLRA, Mr. Burns is part of the team that is involved in redevelopment
planning for the 862-acre former NAS-JRB Willow Grove base property. Mr. Burns also currently serves as Executive
Director for the Military Installation Remediation and Infrastructure Authority
(“MIRIA”), which was formed under PA 2019 Act 101 that provides state funding for
PFAS remedial efforts and for economic development and infrastructure projects
to aid in the redevelopment of the former NAS-JRB Willow Grove Property.
Prior to joining Horsham Township, Mr. Burns had extensive
experience with more than 30 years as a commercial banker financing and
advising clients on commercial real estate and development loans, structuring
and funding loans to publicly traded, middle market, and small business
entities, and the underwriting of a variety of specialty credit product
offerings. Early in his career, he also held a Pennsylvania real estate license
for more than a decade.
Mr. Burns was awarded a B.A. Economics with honors from
LaSalle University in 1983 and has done extensive continuing education
pertaining to real estate law and sales, commercial lending programs, financial
and statistical analysis, specialty lending in SBA and U.S. Export-Import Bank
Programs, community planning and local zoning practices.
